I use a Sense scanner, quite cheap with good results. have done quite a few people with it and as long as you take your time with the scan it works nicely, the software also has some great finishing techniques as well.

@Ray_Smith You’re going to scan only the face? Then Fuel 3D is something worth looking into.

Otherwise, structure.io is a cool scanner for mobility , cheap price and quality.

I’d definitely go with @derKarsten advice. We’ve been using those for several events and a bit around the office and we were quite please with the results!

I bought a Sense, it is junk for the money. The resolution is terrible, the software is weak.

You can have one for less than $50. Go on eBay, buy a Xbox360 Kinect, I have seen them for under $20. Get the software ReconstructMe (Freeware) and you have a Sense. If you have a printer already you can make your own mount to make it hand held.

Here is a bust I did with the Sense. Ok for large objects, terrible for anything under 6 inches cubed. Would never have spent $400 on it if I had known about the 360 Kinect option, exact same thing just in a different case.

Use photogrammetry software. you will get the best results possible with any decent Megapixel camera. Free options include 123d catch ( FOR DESKTOP). if you wish to spend money look into agisoft photoscan (3d Scanning with Agisoft PhotoScan - YouTube)

For face only, Fuel3D. For everything else I personally would go for Structure at this moment

Here are some examples of Structure scans:

The resolution isn’t very high, but for full-bust scans it’s okay (click on the cube icon and enable wireframe mode to see the geometry resolution better). Fuel3D has a somewhat higher resolution but will only capture a face from one side - it can’t do full head reconstructions.

The only 3D printer I recommend to you in the present is EcubMaker Fantasy II

I have 4 3D printers at my home. But, EcubMaker Fantasy II is the best in my experience.

There is no affordable 3D scanner I can recommend.

Currently, workable 3D scanners are all expensive.

Cheaper 3D scanner will finally be kept in a storage room, so don’t buy it if you don’t want to waste your money.

He said “scanner,” not printer.
