Where can I buy in the United States, specific color filament…for example RAL 7035, or off white color ABS.

Usually filament sellers don’t add RAL codes or similar to the filament and that has multiple reasons:
a) in most cases the filament producer has up to 20-30 different colors, while the RAL code has hundreds, it wouldn’t make sence to produce such a wide variety of colors and the colorcodes usually differ a bit
b) depending on your printer, processing temperature, water saturation, storage, … the color can be influenced, the change won’t be dramatic, but big enough, that giving RAL codes as reference might be missleading for the customer as the color might differ.
You can spray (or brush) paint nearly all 3d printable plastics, only Nylon and sometimes material blends should be avoided. If this is no option I’d advise you to check out faberdashery.co.uk and colorfabb.com neither of them sells ABS, but the colorfabb XT is very similar in properties (depending on what you need it would be fine). Additionally check out globalfsd.com
I can’t tell you the shipment cost and these three are the only filament resellers I know, that offer a huge color variety.
Depending on your budget you might want to go for Colorfabb, they even offer custom master batches, meaning you could tell them to produce a spool or two of RAL 7035 XT, but i guess the spools will be very expensive.
PS: Nylon is dyable and you might get your desired colors with that method. Taulman3d is a high quality brand for Nylons and RIT dyes have prooven to give good results when attempting to give color to Nylon.

Micro Center is my go to place for filament it is cheap and they have lots of colors.
ColoriLAB will soon offer RAL 7012 & RAL 7016 3D printer filament colors, among a 3D printer filament color chart of 180+ filament colours. See ColoriLAB Filament Web site.
ColoriLAB also plans to offer custom colors of filaments. Pantone color reference numbers are usually more popular than RAL numbers. So you may have more luck by searching for the nearest 3D printer filament Pantone color number.
