You would need a large 3d scanner to properly print him, otherwise it would be a lot of guess work
What I would do if I were you is take pictures of him from all sides and use Versa Connector (TNDCI DEV) 0.0.1 - Sign On to generate a 3D model from the pictures.
Once you have the 3D model, choose a 3D Hub near you, and it will give you a cost based on the size and shape of the model. Each Hub has its own pricing and average delivery time. Most have a turnaround of only a few days.

You would also have to scale it to a good size otherwise cost would increase or decrease.

If you are in the LA area i can perform a full scan for $50. It would not take more than an hour. The print would be base on the size. I can go up to 11" on PLA. Something that big would probably be around $60-80. Total is Less than $200. Dont you have any branch in mumbai?
Making a model of a face by hand is taking a veey long time, but you will need to find a 3D scanner. There are apps who can do the job

Also, depending on size and resolution it could range from a few hours up to a day or two to print.
