Not printing perfect circles

My 3d printer is printing perfect except when printing a pulley it will not be perfectly round. I have tried tightening the belts, Calibrating the motors and tightening the frame. Nothing seems to work. I am currently using cura for 3d printing. I didn’t consider this to be the problem though. Any help would be appreciated.

can you post a picture also what printer are you using

It’s not noticeable by looking at it but I created a pulley and when spun it has a noticeable lump to one side. I am using the tronxy x1
