Top/bottom layer too thin ?

This appears to be “pillowing” to me. You need to make sure you are printing enough solid top layers - I generally do 5 as a minimum, 6-7 if I want the best quality.
Also, if you are printing PLA, make sure you have your fan set to top speed during the last few layers, this will reduce pillowing.
If those two suggestions do not fix your issue, increase your infill percentage. I find for ABS I need a higher infill percentage to eliminate pillowing.
I recommend a minimum of 25%. Try upping your infill and the problem will probably go away.
what are you printing onto
Since your object has so much texture, you’ll get a much cleaner result if you print it upright on the plate rather than flat. Your printer will be able to handle that round hole just fine upright.
I had This Problem, I upped the Extruder Temperature by 20 Degrees, and Lowered the travel Speed by 15mm/s and it seemed to be ok for me then!

Hi, There are a few reasons why this is happening, how i see it. Please add more infill and add more solid layers for top and bottom. This way you should have more inner connections to the first closing layer. The other layers will smooth it out!

Try adding more bottom or top layers as a start. I think I am seeing your infil there. Also try increasing the infill a little more. Tell me if that makes it go away.
