Right now I’m purchasing chewable baby teethers and beads to make teethers, from overseas. I’ve looked into having these made here, but US silicone manufacturers want $10k to make a mold… I’m curious if 3D printing is an option yet?

There’s no method to 3d print silicone (to my knowledge) and any rubber like material that can be 3d printed isn’t food safe. Maybe you can 3d print a mold to cast silicone parts. I’d advise Google and YouTube to search for 3D printed molds. Depending on the complexity this might work.
