Creating orders on behalf of clients

I would like to be able to create an order and send it to an email address. The order would be linked to that email address. When they log in they can accept the order and proceed to the payment step, or reject the order.

This has been brought up several times as an option.

The best advice is to have the customer create an enquiry, and you take it from there.

But agree that in this case, you are leaving the sale in the hands of the customer.
