Is there a slicer where you can specify a pause, change temp and speed, then continue? For example; Print first five layers in 215c and 20mm/s Pause Decrease temp to 190c and 60mm/s Continue Possible?

Simplify3D allows control over temperature (both of the bed and extruder) by layer set points, but not (directly) of speed, although you can specify speeds for solid infill, so if you specified layers 1-10 as solid, then chose a speed for solid infill, you’d effectively be controlling the speed for those layers as well.
Only other option is to edit the GCode.

Simplify3d also allows for setting different print processes at different heights. We use this to change speed, temperature, even infill density at different heights in a single print.
Repetier gives you full control and is free. I use it to control all my machines. Simplify 3D might be more user friendly.

With simplify 3d, you can set any number of processes, and the layer height for each.
You can set a process to print the first 10mm (for example) with a temperature, infill, anything else a slice does. Then a second process from 10mm to 30mm (for example), then a seperate process from 30 mm etc.

I have done this with Cura a few times. Take a look at the plugins that come with Cura (I’m looking at version 19.12). It comes with two plugins: Pause at height and Tweak at Z. Tweak lets you change speed, temperature, flow rate and fan speed. Pause lets you move the head to a location (so you can change filament) and then will resume where it left off.
Very handy.
