Bed looks like it is not level and may not be flat either.
Also I can see the bed in between the extrusions so the nozzle may be a bit to far from the bed.
Also the tape may not be the best. you have also overlapped the tape which is creating high spots. I think blue painters is the one that works the best but I would consider another type of surface.
