Yes it is possible by multiple means.you can take 360 degree images and upload it to 123D catch and then u will get .obj file then convert it using Netfabb software to stl or convert it over internet. 123d catch also has Android and iOS app

We can definitely convert image into lithopanr but if you need full 360 3d model it is better to get him scanned with professional 3d scanner

1. Go to Online 3D Printing Service | Instant 3D Printing Quotes | Hubs, and under Step 2 (Choose a material to print in), click More Filters and check the Can help with 3D Modeling under Hub Services. This will result in all Hubs able to help with designing your object.
2. DIY: there are several softwares that can help you turn an image into a 3D model. There are several tutorials online, here are few examples:
