2d Photo to 3d Model

I have a friend who asked if I can turn a 2d photo into a 3d model. He wants to basically extrude the 2d photo to make it 3d. Any suggestions in programs or techniques that can make this work?

Cura also does this but uses different shades to vary the depth of the extrusion.

You might want to try Smoothie 3D. Depends on what you are looking for. Nice video of rendering 3D from a picture of a squirrel on that page.
